does 16 GB of ram = 16384 or 1633 MB ?

1GB = 1000MB, so it would be 16000MB, roughly without going into whether you measure in decimal or binary.

 

In Binary, it would be 16384.

Just keep this in mind, when people say "I want to install 16GB of memory in my computer" they are talking about 16 Gibibytes and not Gigabytes.
